Answer:
This has been brought up a few times on the forums. An example of the error message would be:

Warning: fsockopen(): unable to connect to whois.opensrs.net:43 in /home/topdog/public_html/whois/includes/whois.php on line 100
Error opening data connection

We eventually traced this to a problem with Firewalls blocking ports. Therefore you will have to contact your system administrar / web host in order for them to allow data to flow through the port.
